Enforcement Lawyer in Jeddah: Enforcing Judgments and Instruments, Lifting Service Suspensions and Travel Bans
✓ Prepared and reviewed by: the Legal Editorial Team (licensed lawyers) • Last updated: September 2026 • Reading time: 10 minutes
A judgment is just paper until it is enforced. Many people in Jeddah win their case after a year, only to discover that the harder road starts now: a debtor hiding assets, an empty account, or a notification that never arrives. On the other side, others are surprised by a suspension of their services or a travel ban over an instrument they did not know had reached enforcement. The Enforcement Court has its own rules: it does not examine the underlying right, but compels compliance with what the instrument says — quickly and with tough tools: service suspension, travel bans, attachment, and imprisonment. This guide explains the path from both sides: what counts as an enforceable instrument, how to file an enforcement request through Najiz and follow it until you receive the amount, and how to deal with it if you are the debtor — settlement, lifting suspensions and bans, enforcement disputes, and insolvency — then how to choose an enforcement lawyer and the usual fees. If you still have a question about your situation, put it to the editorial team: licensed lawyers who will clarify your position and then recommend a lawyer if you need representation.
The Summary in 4 Points
- The Enforcement Court does not discuss the underlying right: it needs an enforceable instrument (a final judgment, cheque, promissory note, notarized contract, settlement record, or arbitral award) — without one, your path is a lawsuit, not enforcement.
- After notification, the debtor is given a short grace period, then compulsion measures begin: service suspension, travel ban, attachment of accounts and salary, asset disclosure, and possibly enforcement imprisonment.
- Service suspensions and travel bans are lifted by payment, a settlement deposited with the court, an insolvency deed, or temporary permission for a compelling reason — ignoring them escalates the file.
- An enforcement dispute does not automatically stop enforcement; it is accepted in specific cases such as payment, forgery, invalid notification, or expiry of the instrument.

When Do You Need an Enforcement Lawyer in Jeddah?
A simple enforcement request — an electronic promissory note and a known debtor with an active account — you can file yourself through Najiz. The need for a lawyer begins when the file resists:
- You won a judgment andthe debtor has no visible assets, has transferred assets to others, or works without a registered salary.
- The debtor is a company or establishment evading behind a commercial registration or partners.
- A service suspension or travel ban has been issued against you and you don’t know based on which instrument or how to lift it.
- Your salary or account has been attached beyond what the law allows, or money that is not yours has been attached.
- You want to dispute the enforcement: the instrument has been paid, is forged, or the notification never reached you.
- A judgment on custody, visitation, or maintenance that the other party does not comply with.
- An arbitral award or a foreign judgment you want enforced in the Kingdom.
- You are genuinely in financial difficulty and need a settlement or proof of insolvency to stop the escalation.
What Counts as an Enforceable Instrument — and What Doesn't
The Enforcement Court starts from one point: Do you hold an enforceable instrument? Enforceable instruments under Saudi law: final judicial judgments and decisions; arbitral awards bearing an enforcement order; settlement records certified by the courts; commercial papers (cheques, promissory notes, bills of exchange); contracts and documents notarized by a notary public or an accredited notary (including lease contracts documented on the Ejar platform); foreign judgments and orders, subject to reciprocity; and ordinary papers whose content the debtor acknowledges in whole or in part.
What is not an enforceable instrument: an ordinary IOU that the debtor denies, an invoice, a verbal agreement, a WhatsApp conversation, or a first-instance judgment that has not become final. These require a lawsuit first — see Financial and Banking Cases Lawyer in Jeddah. Details are in the Enforcement Law andprocedures for enforcing a promissory note.
The Enforcement Path Step by Step: What Happens, and What Each Party Does
The table summarizes the path from the moment the request is filed to collection — from the creditor’s and the debtor’s perspective together, because the right step differs depending on your position:
| Stage | What happens | What the creditor does | What the debtor does |
|---|---|---|---|
| Filing the request | An enforcement request through Najiz, attaching the instrument and the debtor's details | Confirms the instrument is final and the debtor's details are correct | — |
| Enforcement order and notification | The court issues the enforcement order and the debtor is notified electronically or at their national address | Follows up on the validity of notification, because invalid notification sends the file back to the start | Verifies the instrument immediately and does not ignore the notification |
| Payment grace period | A short period set in the enforcement order for payment or settlement | Accepts a reasonable settlement deposited with the court | Pays, offers a written settlement, or files a dispute if there are grounds |
| Compulsion measures | Service suspension, travel ban, attachment of accounts and salary, asset disclosure | Requests disclosure and attachment of any known funds, vehicles, and properties | Requests lifting of the suspension through a settlement or proves insolvency |
| Sale of attached assets | The attached assets are sold at auction and the proceeds deposited | Follows the valuation and auction so assets are not sold below value | Objects to the valuation or requests exclusion of assets that cannot be attached |
| Enforcement imprisonment | For a debtor who is able to pay but delays and refuses, by the judge's decision | Proves the delay and the ability to pay (transfers, properties, business activity) | Proves insolvency or offers a settlement before the decision is issued |
| Collection and closing | The amount is deposited in the court's account, then paid to the creditor and the file is closed | Ensures the IBAN is linked and the full amount is paid out | Requests closing the file and lifting all restrictions after payment |
A practical rule for both parties: everything in enforcement depends on deadlines. A creditor who does not follow up loses the file in the crowd, and a debtor who ignores the notification finds themselves banned from travel with their salary attached within weeks.
For Creditors: From the Enforcement Request to Receiving the Amount
The request is filed through Najiz with the enforceable instrument and the debtor’s details (ID or commercial registration), then the enforcement order is issued and the debtor is notified. The step many people neglect: do not expect the court to search for the debtor’s assets on its own. Request asset disclosure, attachment of bank accounts and of any properties, vehicles, and company shares you know of, and attachment of the salary within the percentage the law allows. If the debtor is a company, request attachment of its accounts and of amounts owed to it by third parties. For a debtor who is able to pay but delays, request enforcement imprisonment after proving the ability to pay.
After payment or sale, the amount is deposited in the court’s account and paid to your registered IBAN — see How to receive the amount from the Enforcement Court. If the debtor claims insolvency, you can contest the insolvency claim and submit evidence of their hidden assets.
For Debtors: Service Suspension, Travel Ban, Attachment, and Imprisonment — and How They Are Lifted
If you do not pay within the grace period, the court begins compulsion measures: suspension of related government services (its scope has changed more than once, and some essential services are exempt — see what service suspension covers),a travel ban, attachment of accounts and salary within the statutory percentage, leaving enough to live on,disclosure of your assets held with banks and other entities, and finally enforcement imprisonment for a debtor who is able to pay but delays. See the latest amendments to service suspension.
Lifting has four routes: full payment; a written settlement with the creditor deposited with the court, under which the suspension and ban are lifted (fully, or with some restrictions remaining until the installments are completed); an established insolvency deed — see obtaining an insolvency deed; or temporary travel permission for a compelling reason (medical treatment, work, a death) against a bail or guarantee, by decision of the enforcement judge — see requesting the lifting of a travel ban andhow to lift a service suspension. Attachment of assets that cannot legally be attached (tools of the trade, the residence in certain cases, the protected portion of the salary) is lifted through a separate request.
Don’t negotiate with the creditor verbally and then be surprised that the ban continues. A settlement in enforcement is a document deposited in the court file under which the lifting of measures is explicitly requested — otherwise the restrictions remain in place despite the agreement.
Enforcement Disputes and Objections to Enforcement Procedures
The enforcement judge does not reopen the dispute: anyone who wants to challenge the underlying right goes to the court of merits. As for an enforcement dispute , it is accepted in specific cases: payment proven by a document, extinction of the obligation or a release, forgery, invalid notification, the instrument not being enforceable (a non-final judgment, an instrument with incomplete details), or attachment of assets owned by a third party (in which case the third party files a recovery claim). The rule: a dispute does not automatically stop enforcement — a stay must be explicitly requested; it is assessed based on how serious the dispute is, and a guarantee may be required. See objecting to a promissory note.
The enforcement judge’s decisions in disputes can be appealed before the Court of Appeal within the statutory period, and many are reviewed on the papers without hearings — so the written memorandum is everything. See ways to object to court judgments.
Enforcing Custody, Visitation, and Maintenance Judgments
Family judgments have their own enforcement circuits and different tools: Maintenance is enforced like a debt, with priority, and may be paid from the Maintenance Fund in cases of default, with the fund recovering from the obligor. Custody and visitation are enforced by handover at a designated place — often through family enforcement centers and committees in Jeddah — and in case of refusal, gradual measures are taken, up to fines and imprisonment, while the court always considers the child’s best interest and does not use force on the child. See Enforcement Court procedures for custody, and for the underlying dispute Personal Status Lawyer in Jeddah.
Property Eviction and Handover, Arbitral Awards, and Foreign Judgments
Eviction: a lease contract documented on the Ejar platform is an enforceable instrument, so eviction and rent are requested directly from the Enforcement Court, which notifies the tenant, gives a grace period, and then evicts by force if necessary — see eviction of property through the Enforcement Court andReal Estate Lawyer in Jeddah. Judgments for title transfer and handover are enforced by compulsion, and the court may carry out the title transfer on behalf of the refusing party.
An arbitral award is enforced after it bears an enforcement order from the competent Court of Appeal, anda foreign judgment is enforced after its conditions are verified (jurisdiction of the foreign court, finality of the judgment, no violation of public order, and reciprocity) — and these conditions are the real battleground in such files. See Commercial Cases Lawyer for disputes that precede arbitration.
Stages of an Enforcement Case in Jeddah
1
Examining the Instrument and the Debtor
Is the instrument enforceable and final? Who exactly is the debtor, and what are their known assets? The lawyer’s role: preventing a formal rejection of the request, and mapping the debtor’s assets before starting.
2
Request and Notification
Filing the request through Najiz and following up on valid notification. The lawyer’s role: a notification that cannot later be challenged, and early precautionary attachment requests.
3
Disclosure and Attachment
Requests for disclosure and attachment of accounts, salary, properties, and shares. The lawyer’s role: extending the attachment to what the court does not know about on its own.
4
Settlement or Escalation
Accepting a deposited settlement, or requesting enforcement imprisonment for a debtor who is able to pay but delays. The lawyer’s role: a settlement with secured installments, or a convincing file of deliberate delay.
5
Collection or Dispute
Paying out the amount and closing the file — or, for the debtor: an enforcement dispute, lifting the suspension, or insolvency. The lawyer’s role: ensuring the file is not closed before full collection and the lifting of all restrictions.
How to Choose an Enforcement Lawyer in Jeddah: 6 Questions Before Hiring
✓ Is the lawyer licensed?
Verify the license number through the Ministry of Justice portal. An unlicensed person cannot represent you before the enforcement circuits.
✓ Do they know all the enforcement tools?
Ask them: what do we request besides service suspension? If they don’t mention disclosure and attachment of shares and of amounts owed by third parties, their experience is superficial.
✓ Can they tell an enforcement dispute apart from a lawsuit on the merits?
Ask them when a dispute is accepted and when it is rejected. A decisive answer is a sign of experience.
✓ Do they actually follow up after the enforcement order?
Enforcement files die of neglect. Ask about the mechanism for regular follow-up on the file and what they will report to you.
✓ Do they provide a written fee agreement?
It should specify whether the fees are fixed or a percentage of the amount actually collected, and what it covers (disputes, appeal).
✓ Are they honest with you about reality?
Anyone who promises to collect the full debt “within two weeks” from a debtor with no visible assets is not telling the truth.
Enforcement Lawyer Fees in Jeddah: What Is Usual?
There is no standard pricing; fees are set by agreement. What is usual in enforcement cases:
- A fixed amount for the enforcement request and its follow-up, and for requests to lift service suspensions and travel bans — the most common.
- A percentage of the amount actually collected in large files or against an evasive debtor, paid upon collection.
- A fixed amount per stage in enforcement disputes, insolvency cases, and objections before the Court of Appeal.
What raises fees: a corporate or multiple debtor, assets outside Jeddah or outside the Kingdom, an arbitral award or foreign judgment that needs an enforcement order, or a family file that requires repeated attendance. Always ask for a written fee agreement that specifies what each stage covers.
Don’t know whether what you hold is an enforceable instrument, or how to get out of a service suspension? Ask the editorial team your question — a lawyer from the team will explain the right step before the deadline passes.

Questions Answered by the Editorial Team on Enforcement Cases
Brief samples of real inquiries, with all identifying details removed.
Debtor with no assets
I won a final judgment for a large amount against someone and filed an enforcement request six months ago, and the court says there are no assets. Is it over?
The lawyer explained that the court only attaches what appears to it automatically, and advised requesting comprehensive asset disclosure, attachment of the salary if the debtor is employed, of shares in any commercial registration, and of amounts owed by third parties, and tracing recent transfers before enforcement, because transferring assets to relatives after the judgment can be challenged — then requesting enforcement imprisonment if the ability to pay along with deliberate delay is proven.
Answered by: the Legal Editorial Team • Outcome: a lawyer was recommended to file disclosure and attachment requests, and a share in an establishment was found and attached.
Travel ban
I have a travel ban because of a bank debt, and I have a job outside the Kingdom that I will lose if I don't travel within weeks. Is there a solution other than full payment?
The lawyer explained that the enforcement judge may permit temporary travel for a serious reason against a bail or guarantee, and that the stronger option is a written settlement with the bank deposited in the file, under which lifting the ban is requested, while showing that the work abroad is what will pay off the debt. He also warned that no phone agreement with the bank lifts the ban unless it is deposited with the court.
Answered by: the Legal Editorial Team • Outcome: a lawyer was recommended to negotiate with the bank and request lifting the ban, and it was lifted after the settlement was deposited.
Custody enforcement
The court awarded me custody of my children, but their father refuses to hand them over and says he will object. What should I do?
The lawyer explained that an objection does not stop enforcement of a custody judgment unless the court decides so, that the judgment is enforced through the family enforcement circuit by a handover request at a designated place, and that in case of refusal gradual measures are taken, up to fines and imprisonment, while considering the children’s best interest. He advised filing the enforcement request immediately and documenting every refusal.
Answered by: the Legal Editorial Team • Outcome: a lawyer was recommended to file the family enforcement request, and the handover took place after the first notification.
Frequently Asked Questions About Enforcement Lawyers and the Enforcement Court in Jeddah

Final judgments, arbitral awards bearing an enforcement order, certified settlement records, commercial papers (cheques, promissory notes, and bills of exchange), notarized contracts and documents such as a lease documented on Ejar, foreign judgments subject to reciprocity, and ordinary papers acknowledged by the debtor.
Through full payment, a written settlement with the creditor deposited in the enforcement file under which lifting is requested, an established insolvency deed, or a separate request if there is a defect in the enforcement procedure such as invalid notification.
The enforcement judge may permit temporary travel for a serious reason such as medical treatment or work, against a bail or guarantee; the stronger option is a settlement deposited with the court, under which the ban is lifted.
No, not automatically. A stay of enforcement must be explicitly requested, and the court assesses it based on how serious the dispute is, and may require a guarantee. A dispute is accepted in specific cases such as payment, forgery, invalid notification, or the instrument not being enforceable.
No. Salary attachment is limited to the percentage the law allows, leaving enough to live on, and the percentage varies by type of debt (maintenance has priority and a higher percentage).
